AI not starting wars (solved)

I've played on all the difficulties up to emperor and only once AI started a war against me in modern era. Is AI more aggressive in higher difficulties? Perhaps my often focus on other victories, never being aggressive against AI and very small army has to do something with AI never responding or starting with wars? The most I get is -90 likeness (max hate) but no wars whatsoever.

This is bizarre. Are you not making alliances? Are you doing some Civ 5 style four-city empire that doesn’t touch any other borders?

I’ve played on three different difficulties (currently on sovereign) and each of my four games had wars declared on me in virtually every age.

Edit: oh, I see you are using a mod that apparent breaks the game.

In my current Deity game I thought I'd cruise to a quiet victory in Modern, after a tumultuous Antiquity and much more tranquil Exploration, but then, despite everyone being friendly or at least neutral towards me, things got shook up. Only Amina was in scull mood with me, but she was too small to do anything so she continued to behave.

But Augustus of the French made a move and tried to denounce me, I cancelled that however. Next turn or so he DoWed me anyway, for -3 disadvantage. I had to raise my brows. Then Rizal piled up on me, straight from thumbs up mode.

Unit using wise they are more active than in Civ6, but still no real military danger so far, although they did take out some of my vassal IPs.

After I peaced out with Rizal, I finally picked up ideology, Fascism, and continued my war with Augustus. Then, Tecumseh turned Fascist as well and DoWed me, on the same turn! What a chad bro. Soon after Ibn Batuta also followed in their stead, so I'm in a 1v3 now, with 3-4 turns left to a CV, but not really in danger to lose any of my cities and towns. AI does declare wars, but in tactics it is still a brick.

Yeaah, this mod must be the issue since I see more and more people having similar issues and play with this AI mod
