We have not a single galley that can be upgraded?

I try to upgrade my galley's by pressing Shift-U and I am told that they cannont be upgraded. Why is this? I already have a caravel swiming about.

Your caravel must be in a city with a harbour for an upgrade to work.

Well it can be a pain. Barracks are nice but unless you have Sun Tzu's it can be be a forgetful thing. Maybe there should be a Wonder that allows Harbors in every city - maybe tweak Magellan's, Colluss, or Great Lighthouse?
