What are keys to getting Trade Embargo?

Sometimes I want to slow down the gap spread increase between my civ and another civ.

Without going to war, one of the effect methods is to restrict trading with the target civ. However, sometimes, even checking every 25 turns, you will have civB trading with civC, say Japn trading with China. In a game I am playing, I have a 2 tech lead of Japan and about 1400g, and still Trade Embargo is impossible.

Is this simply a matter of not enough gold, or is something else happening?
Is "Always renegiate deals" interferring with ability to embargo?

What are the factors that determine whether civB will embargo civC?

1. like techs, just a matter of trading techs/lux/gold ?
2. adjusted by reputation of civA vs civB and civB vs civC ?
3. adjusted by other factors ?

I they are currently trading with that civ they will not make an enbargo against them.
 
I also suspect it mainly depends on actual deals. So if civA is trading with civB, you would usually pay a lot for embargoing civA (or B). If there's no actual trade relations (or even a war between civA and B), embargoes seem very easy to sign.
But - I'm just guessing from some observations.
 
the AI always has a price, but it can be astronomical. You have to overcome the benefits they are recieving from trades, and then other factors having to do with attitiude (and maybe even reputation) have to be overcome as well.

Do you mean that they say "never accept this deal" or that you just don't have enough gold and techs to get them better than insulted by deal.

Advisor for each turn says they will never accept this deal. Rather than upping gold, I am trying upping the number of techs to trade. Opps, I haven't verified the advisor, i.e. putting techs and gold on table and then seen status.

I know China does not have Uranium, and I want to block development of nukes.

That must just be between an AI and AI.

I had a 350 gpt deal with the Greeks, and on turn 3 they signed an embargo against me with the Aztecs whom i was currently at war with.
 
I find the best way to get an AI to embargo another when they are trading with each other is to offer the prospective embargo partner a better trade than what they are currently participating in with the other AI. For example, if you want the Russians to join you in an embargo on Japan, and the Russians are trading gold for a Japanese luxury, offer the Russians an extra strategic resource like Saltpeter along with the trade embargo, and that'll almost always do the trick. In my experience, the AI rarely turns down a deal that benefits them a strategic resource that they don't have access to.

One thing to beware of, though, is the Pandora's box this may open. A few turns down the road, if things go sour with the hypothetical Russians, you may find yourself facing musketmen that they previously would have been unable to build without your Saltpeter. Just plan ahead and you should be able to avoid this eventuality, unless the Russians do something stupid and you have to declare war on them.
