I think there can be a good balance between changing up the rules while still keeping it coherent and understandable.
I'd also agree that the game starts to lose steam by the Industrial age, too. Wouldn't mind a revamping of that. The industrial age is also the age of colonialism, to a large degree. It's a huge part of history, with benefits and costs, and immense amounts of strategy.
The same way diplomacy, intelligence, and human rights have been a huge part of modern history.
Straight up war is more interesting when there's more unclaimed territory to fight over, in the ancient/classical/middle ages.
