What do I edit to change range and damage of cities?

Every game i've been in one AI steamrolls the others and controlls 70% of the map. I figure I make citties do more damage or have greater range then the attacking AI will lose or injure enough of his army that he cant take another city for a while.

Additionally, do walls and castles buff city attack? They don't seem to do much to prevent damage, but i'm probably wrong
 
It's in global defines.xml. Base ranged attack strength from cities is set at 40% of that actual strength, which in most cases will do less damage than artillery, so to answer your question; yes walls and castles buff attack. You can also adjust max city hit points and city heal rate per turn and range.
