what do i need to make my own units?

i play civ for a couple of years now and i want to make my own scenario. there is already a huge data base of new created units, but sometimes i dont find the units i need. so i want to make my own units.

i'd like to know how to make units. what software do i need? is it dificult to learn? i'd be glad if the ppl with expirience in making units could tell me a little bit about it.
