What do the "+" and "-" after a units moral level mean?

I am returning to SMAC after a long absence and I for get what the + and - after a units moral level means.

The + and - signs after unit morale indicate that a unit will have a higher or lower morale level then the given one under certain circumstances. For instance. a spartan unit (SE Morale +2) will defend bases with one morale level better than its usual one. Consequently, Spartan units have a + behind their morale level.
