Maybe you are right about some of the symptoms you mention, I haven't been at a single company for more then 2 or 3 years, so who knows how they were treated before that. Lots of old monitors can display fuzziness, but I had not connected it with refresh. I don't think risk of degredation is worth a sub-optimal refresh rate, but that's just my assesment.
Concerning the horzontal lines: If there are 2 of them, about 1/3 from the top and bottom, then you are looking at the 'shadow' lines caused by trinitron CRT used. It is in fact a sign of quality, as it is the better type of manafacture. Any good high quality moitor built between 2 and 6 years ago has them.

Maybe that's your limit. Your monitor has set maximum limits on what it can do, and the higher the resolution the lower the maximum refresh rate. Graphics cards have limits too, but it is normally the monitor that is the limiting factor.
