20K victory does not need any other requirement than having 20K cultural points in one city (that " others half your culture" only affects the 100K condition). anyway in OCC, you'll soon see that others will dominate your culture by the industrial era.
It looks like a no-brainer but take into account that the other civs will demand things from you and if you refuse you'll certainly get into lots of trouble. Also the UN may just spoil your chances of victory.
