What is the obislik type thing on the world map?

I just choose quick game and then the defaults and my settlers is standing next to this white Washington Monument looking thing. I have never seen it before and I don't see it in the Civpedia.

it's a victory point location
if you fortifie a unit there you get VP points

you have probaby set ON "the victory point soring" under rules

Yeah, one thing to remember is that if you've loaded up a Conquest and then you go back and play a regular epic game, the rules will still be set for the conquest - so make sure to hit the 'Set to Defaults' button when you start the new game.

It's not just a conquest, but any scenario/mod that changes the rules. When you start a new game, the old rules will be kept.

I need to learn how to put in the new city graphics I downloaded. It seems like it should be really easy but, I can't figure it out. HELP!

This is the wrong place to ask that question. I suggest you go to the thread where you downloaded the graphics from, and ask there. There should be detailed directions in the related thread, or there should be some kind of readme.txt file in the .zip file you downloaded.
