What program do you use to make a scenario?

The map editor in game doesn't do what I need it to do. It doesn't let me change the size of the map, and I try changing it in the scenario folder and all it does is crash when loading no matter what I set it to lol. I even set num plots written to the grid height/width (I'm supposed to multiply both together) and it still crashed. It was 60 width and 90 height, but I tried it the other way and it still caused a crash. But I was editing someone elses scenario, because I have no idea how to create my own one lol. And the in-game world builder sucks super bad if I want to create a map from fresh and not use someone elses map

Any program compatible with caveman 2 cosmos you guys use?

Its older, but works fine. Then I can build the scenario with the world builder inside the game and go from there.
