I see, so the exploit is only if you are founding a city near an established one explicitly to push back enemy borders. And really only if you found a city within what is already your territory anyway? As always with the RBC exploits - the spirit in which things are done is the key. I just think that in most circumstances what civ_steve advocated doesn't count as an exploit, at worst its a grey area and it's the spirit that counts - is the city a true throwaway only used for the border expansion of existing territory? or is it a viable city in its own right?
