What to do with conquered cities ?

I know this questions has been asked several times elsewhere, but I could not find the answer matching my specific case, so let me contextualize:
I am playing my 1st Vox populi game, with Mongolia (random) on continent. I have 2 neighbors and another civ further on my continent. We are now at the end of classical era. (just discovered Courthouses and I don't seem to be too far behind in techs but not sure).

I took Authority and just finished it as an obvious choice given Mongols abilities ans spirit, and I just finished conquering my Assyrian neighbor (we started very close and I knew he would attack me anyways so I attacked first). So now I Have 4 cities of my own, + 5 more or less freshly conquered Assyrian cities and 1 annexed CS that got taken in my nets on the way to Assur.
Question: what is the best way to deal with these newcomers ?
All these cities are below 10 pop (my own are not bigger since I spent ressource on war), properly situated but with very poor infrastructure (he also spent a lot on war, but not enough).
There seem to be 3 choices: annex, puppet or raze and re settle to make use of the Mongols Gers + Authority bonus on expansion and also the (God of the expanse and religious orders) religion that the Mayan have spread to me.

While the 1st 2 options have discussed somewhere else and there seem to a consensus on pupetting every time unless the city is powerful (capitals) or close to battlefront, I am curious to read the thoughts about the last one: that would bring less unhappiness, but it takes long time to raze the cities and I would start from 0 (instead of starting from close to 0 and having to build the courthouse at some points.

What do you think ?

Also I am -14 in happiness at the moment, with all these cities in stand-by...
 
I raze cities if they exchanged hands multiple times during war, have low pop and zero infrastructure (meaning it would just be easy to pop my own settler), or is in a bad location. Other than that, I annex cities close to the battlefront, and ones I know can contribute relatively quickly. I puppet cities I know I won't need to have to worry about defending, or I'm having a happiness issue (like you are), and don't want to risk it. Only issue with razing is you can't pop a settler while unhappy, so make sure you get to at least 0 happiness before razing, else you risk losing that location to a rival Civ.
 
I raze only when city is in a very bad place with no chance of getting enough hammers to develop itself. Otherwise puppets do not harm, even if it is a below-average city
