What to do with highly corrupted cities very early in the game?

Yesterday I started a game as the Mayans at Monarch on a large map.
I had to expand aggressively because I didn't have iron and any luxuries.
Well at the beginning of the medieval age(s) I doubled my empire size and
decided to conquer the whole continent, which contained 6 civs + 6 different
types of luxuries.I didn't build any wonders, only cities and a large army.
My problem is/was ( I abandoned the game) I did't know what to do with
the corruption in all my cities.I conquered 1 civ,so I had 4 more to go.
At this point I had one source of iron + 2 types of luxuries.
I was at the same tech level as the AI's,Engineering + Theology + Chivalry.
So it would take a very long time before I could switch to Communism. And I did already build the Forbidden Palace. What should someone do with all those (corrupted) cities very early in the game?

You could make them productive by money rushing in Republic or use them for massive unit support in Feudalism if they are still small, <6.

Besides that, you cannot do much to make them better. Only Republic or Democracy, govs with little corruption, can lessen a bit the effects, but as you said, only Communism can really make them productive.

I like the Feudalism idea for rushing and supporting, but I'm afraid of war weariness.
I wanted a decent Golden Age so I researched as fast as I could for Monarchy,
I also saw the enemy already built a city near that iron hill, but didn't link it.
Maybe I had only to keep the (corrupted) cities with resources and disbanned the others and handle the rest of the continent later in the game.I didn't want to
raze cities and I also had enough (slave) workers.Guess I should be less greedy.

I don't think you should disband the totally corrupt cities, they can do a lot of useful stuff.

- Provide free unit support
- If you build a temple or library, they produce culture as well as a core city.
- Food is not corrupted, so they can build a worker every 10 turns, or a settler every 30.
- Use as many taxmen and scientists in the corrupt cities as you can. The money and beakers they produce are not corrupted.
- The cities claim territory so you have a better chance of having future resources in your borders. Also prevents AIs from settling there.
- You need territory and population for a domination win.

If you have a big empire, some of the cities will be highly corrupt. There's nothing you can do about that. Put them to use as best you can, and make sure their improvements are not costing you too much money.

I always make a decision on them as soon as they are mine. If i expect them to become productive in the future with another governement and FP (although i never used communism) i might invest in them if i think they are worth the investment of the multiple improvements needed.

If i don't think they are worth that, i just give them a taxman/scientist and wealth. that way they provide 4 gpt and possibly some unit support. They can be size one, but bigger is ok, if there is enough food to support multiple specialists.

You probably gonna need those highly corrupted cities to allow them to generate cultural growth, more military support, give them a taxman/scientist and wealth, and build near them in a heart of our rival territory to treat them(highly corrupted cities) as training camp to heal any injured troops and bombard any enemy defensive units with catapults, cannons, artillery, etc.

All things suggested thusfar are valid, but very early in a game I think the absolute best thing to do with a high corruptuion city is to make workers. You can almost always use more early on, and if not you can use them to add pop to your high production towns.

I have modified the "Policeman" citizen to be available once 'Code of Laws' has been researched, much earlier than standard rules. Also 'Engineer' available with 'Construction'. Balanced this with 'Tax Collector' requiring 'Currency', and 'Scientist' requiring 'Mathematics'. Still playtesting this, though.

Also, don't underestimate the power of "We Love The King Day".
Get your far flung cities up to size 6, keep them there as
worker pumps, or wealth, etc, but make sure they're all happy,
cause your corruption will noticeably decrease. Then improve
each city one at a time. This usually works for me, on emperor
and demigod! P
