What would you do in this situation?

Edit: I wrote that before I looked at your save. Goodness Gracious! As a constructive suggestion you probably want to road a square after you mine or irriagate it (if you didn't road it first). Someone might have someway to salvage that game, but seriously with that much tundra, why bother? Start another with something a little bit better than that ugly glacier of ice!
 
Without looking I can suggest looking at a game played by Aeson years ago call "So cold of the AI" or something like that. It was a tundra start that he ground out. The only thing is that for my money he was the best civ player that I know of. IOW that he could do it, does not mean it is doable for us mere mortals.
 
He is the first thing you should think about, once you know you are on an island ICS. You want to pack in as many town as you can. If you have some reasonable land, give that town more room.

If you had say 10 more towns on that island, you could have mustered up a decent tech pace and gotten some boats in the water. Found some more isalnds maybe to fill. Found some more nations to trade with and lower tech cost.

Eventually invade someone and start to make some headway.

Why make temples in size 2 towns that are not growing? Why make granaries in tundra towns? These cost maint and would better off being search boats.
 
Do not found towns on the few grass tiles that you have. I would attempt to not found on hill or any tile that is green. You get the same 2 food for city center on a tundra tile.
 
Well, an interesting game to play, precisely because of the bad starting location.

The first thing to do is of course to get map making: you need both galleys to explore and harbors for food (looks like you lost a lot of time with non-urgent techs like BW, IW, or mysticism).
By putting the science slider to 100%, turning some citizens to scientists and selling some temples, it is easy to research it in 7 turns before running out of gold.
The temples you are currently building will make good prebuilds for harbors. The one in Houston need to be slowed, though. I would switch to barrcks then switch back to temple to lose some shields.;) Buffalo also doesnt need temple and is awfully placed. The best move is to join the worker who is sleeping here, make a settler, turn the last citizen into a scientist and abandon the city later.

Another urgent point is to meet the dark green civ N-E of your island. You should build a curragh in Charlotte and send it there, despite the risk on sinking.
