Actually, I think what you are referring to is the Infinite City Sprawl (I think that is what it stands for) strategy. Basically it is a strategy to build more cities leave less space between cities. I think I remember seeing an article around here somewhere recently, but I can't remember where. I'll look for it.
I partially use this strategy in some parts of my empires, but I don't follow any strict forumla.
I think he's referring to Infinite City Strategy ICS. It involves basically building tons of cities (for example 100-150 or more by 10AD on a huge map) quite closely spaced together, exceeding the optimal city number (you can find these numbers in the rules section of the editor if you open up civ3mod.bic). I wrote a thread on ICSing awhile back, and Aeson wrote up a good strategy too in the strategy articles subsection, although his is more generalised (my thread focuses on the city building factor).
I've been using ICS in captured lands recently as well, you certainly get a lot more milage out of your luxuries in those corrupt dens of iniquity. Still reckon you want OCS (optimum city spacing) in the core of your empire.
There was a lengthy thread recently about how to defeat ICS when mp comes around. The only thing I can think of to beat it would be to remove the hurry wonder ability from leaders but as perf says a cuople of OCS cities and you could get round that easily enough. I suppose though no number of wonders could help against a mass drafting.
It goes against my nature to use ICS the only thing I use it for is distant provinces that are never going to get the palace or FP. Corruption is way to high I reckon.
Corruption is what corruption is, and with enough cities the corruption rate outside the "palace" area will reduce your cities to 1/1/1 output anyway, and two size 8 cities producing 1/1/1 is better than 1 size 16 city producing 1/1/1. Also, with happiness related to city size, two size 8 cities will be happier overall than 1 size 16. With a good supply of luxuries, you may not need to build anything at all to keep them happy!
With irrigated, railroaded grassland terrain, you only need to work 1 tile for every two citizens, which means that half of your citizens can be taxmen or scientists, which are not subject to corruption penalties.
Finally, two cities generating 2 culture per turn are more powerful than one city producing two culture per turn. In my current game, I'll have to be careful not to win culturally (going for spaceship!)

Simply CHANGING your screen name, though, is free, but in either case, it's not something you should do lightly.
In the first case, you will have too many people calling you a fake and a worthless liar and a scumbag if they find out you're using multiple identities. Hardly worth the $14,000 surcharge, is it? In the second case, you will confuse people if you do it too much, and may also have to face charges of duplicity and scumbagginess if you do it a lot.
So in general, I wouldn't spend the money for additional identities, and I would pick a handle that I like and stick with it. Most people will forgive a handle change once, but often not twice, unless seperated by many years of loyal service.
