I think he meant that there are so many ways to play the game that no-one can simply say "do this, then do that" in order to always win, which seems to be the case with a lot of games.
Clearly there is help available to improve your game, but there is no guide that can simply say "this is how to play".

Forget about AOE or EE. Civ is a totally different kind of beast. As others have pointed out, it is a turn-based game, meaning that it actually gives you time to breathe and to think about the best strategy to pursue. If you loved the sense of urgency and frantic wars in those games, well... You won't find these things in Civ. It is a thinking man's game.
Don't get frustrated if the game is hard to pick up. It's sort of complicated but once you get into it it's much easier and bucketloads of fun. Try to play your first games on Chieftain difficulty level, and be sure to flip through the War Academy for good tips on winning your games. Good luck!
I've played Age of Empires, Starcraft, Brood Wars expansion pack, Warcraft III and the Frozen Throne expansion pack. These are all great games, but they fall short of the depth of strategy you find in Civ. I also like the fact that Civ is turned based. With RTS it's a frantic race to build an army, expand, and wipe out your opponent ASAP. Too stressful, especially multiplayer.
I'd highly recommend CivIII to anyone. It's a complex, well designed game. The beauty of it, is my 10 year old son can play, and he begins asking questions about history and we get into long discussions. You can't go wrong with Civilization.
