What is the point of a peace treaty when you bump into another civ? OK. You trade. That's fine. But then you make peace, and find the other civ blocking you way. If they are making peace with you, why can't you go around them? It is like being up a brick wall.

As a matter of fact, why can't you just pass peacefully through them if it is a real peace?

So you reckon the unit-lock should be done away with when you are at peace with the other civ? Good idea. If there was some way to hax0r the code and change it that would be great but unfortunately we have to stick with what we got :(

Civ2 diplomacy is more elaborate and allows you to go beyond peace and into an alliance. Once you enter an alliance you can freely move around the units of your ally (you cannot stack on the same tile with them though). Their units near your cities do not interfere with your production and vice versa.

Diplomacy was one of the many areas significantly improved in Civ2.
Civ3 has a similar fearture wher you can get or grant "right of passage".
