It's wrong on so many levels. Look how far he settled from his territory. I may torch it just on principle after our final RA matures in a few turns (won't need any more RA's after that - science victory in the bag).
Oil will be hooked up in a turn or 2. I have 4 RA's maturing soon, 5 GS saved up and the Rationalism policy that gives 2 free techs is in 3 turns. The GL - HS - PT plus Liberty free GP start is powerful and will win any game in which you can pull it off (this one happens to be Emperor difficulty). In this game I took out/crippled Germany, Rome and France early (started with archers/swords then upgraded to CKN/LS), and have played peaceful ever since after securing a large chunk of land. At least I thought it was secured until the Mongols snuck in an in consequential city.
