When can I buy builders or settlers or other stuff?

As long as they're unlocked, buyable (things like walls, districts etc aren't buyable except under specific conditions) and you have the gold, then you can buy it. There is no technology or civic you need to research first, if that's what you're asking.
 
A city needs have at least a population of two before you can buy (or build) a settler. The city will loose one population when the settler is created.
 
If you get a Golden Age and can choose the "buy civilian units with Faith" card, you can usually pop out a nice amount of builders and settlers and expand quickly while you have the GA,

I like to combine it with the Voidsinger Secret Society, and use obelisks to build up lots of Faith.
 
You can buy workers and settlers with gold. The workers can be bought at any time if you have enough :commerce: for the worker. If you want to buy the settler, you have to have at least population 2 since the settler requires a population and also enough :commerce:. The cost of gold varies on the speed of the game whether its quick, standard or marathon, etc.
 
Is the needing two pop true if tyou have Magnus with his promotion that means you don't lose population?
 
Yes, it probably shouldn't enforce it but it does.

You still need 2 pop, this is basically a seperate requirement for Settlers

However, once you have 2+ in a city, you can purchase/produce Settlers without worry of gong back to 1 pop. It shouldn't be difficult to get 2 pop in any city, they tend to grow quite fast with just a single 2 food tile yield (pending game speed)
