When does the pirate (black citizen) appear?

In my previous games (deity), I didn't have any pirates when I built a new city. the first pirate appeared at 16th city, but the good pikemen did their job and make the pirate a content citizen. now, i've just built my 13th city, and suddenly the pirate appeared, and can't be made content. help please. anybody know the condition for pirates to appear?
I'm under monarchy by the way in all the games.
 
Mao, it is worth knowing that, due to a quirk in the game, 2 goblets (luxuries) will make a black hat (pirate) into a happy citizen. For that reason, luxuries work much better to control unhappiness in really big empires and in deity+N games.

Pirates respond best to luxury. I am surprised the pike accomplished anything. Continuing with Terripin's thought, there is a powerful strategy which embraces pirates since 2 lux brings a pirate all the way to happy (wheras the same 2 lux will bring a red face only to content). In deity with republic, aproximately the 36th city will trigger the ability to celebrate most size 3 cities with no wonders and no builings (40% lux and most cities need an elvis). I originally learned this from a German civ master named Bhaal who had been utilizing it to beat everybody in the league until he finally decided to share it and level the playing field :).
