Tough spot to conquer though and a good spot for a campus, though she put a holy site there. Think I would just let her be, surround her and build loyalty pressure.
Only problem is the grievances system. Since I conquered all of her other cities, but not her last one she is still alive, and thus, can still have a grievance with me, thus resulting in the "grievances with other player" tag. Everyone will hate me for the rest of the game. Or at least until I get Frigates and knock her city down.
