Civ IV Creation and Custimization thread is a good place to look.
Do you mean for Civ4? In your Civ4\mods folder. Unzip the file (usually a zip, rar, or whatnot) into your mods folder. Most mods have a directory that will automatically display. Once you unzipped it, you can run the game and go to advanced->load a mod from the main menu.
This is the first question answered in the Modding section of the Frequently Asked Questions - that FAQ might be able to answer some of your other questions as well. If not, for quick questions like this, you can just post them in the Quick Answers sticky.
