Which directory to change?

I want to try some modding, but I'm not sure which directory to back-up and change. Do I use the files from where it is installed:

c:\programfiles\games\civilization4\assets

or

my documents\my games\civilization 4\customassets

or is it even somewhere else?

You don't need to back-up anyhting. Just save everything that you've changed in the custom assets folder. You might need to clear (delete) the cache before changes work.

If you don't think it belongs, report it to the mods and let them decide.. And given the actual content of the forum, it is pretty clear that questions are considered acceptable.

The forum description clearly says "Forum for Civ4 modding and customization discussions.". Questions are an essential part of discussions.

The "Civ4 - Tutorials, Reference, & Guides" subforum has the description that you mention, not this one.

I would expect you to note that baseless flamebait is not in the forum description of either forum, so maybe you should be more careful where you place your uninformed offensive rantings.
