What is the easiest civ to play on the latest patch?
 
The answer will always be either Poland or Ethiopia, depending on if you want founding to be easy.
 
I'm confused; neither seem to have much to do with founding cities. Are you talking about VP or your 3/4 mod? I appreciate your time.
