which mod prevents the ai from destroying your towns

i downloaded a ww2 map for civ 3 conquests but it seems the ai destroys every town they capture and that is a major problem when you play with ussr. please give me a link for a universial mod which solves this problem.

There is a NoRazePatch, that is used in place of the Civ3Conquests.exe in the folder "...\Civilization III Complete\Conquests".

But it was written for the CD-Version, I am not sure if it works with Steamversion (that did not existed at the time it was created).

It should work fine for Steam.
