Who are the best tall civs?

Tall works extremely well for everyone in Civ V.

Special credit for India which has to grow its core cities tall just to turn its UA from a penalty to a bonus. (Note that after India has gotten it's cities tall that it is well equipped to attach a wide empire to it.) In an indirect manner the UA does help this; simply by negative happiness makes growth suffer.

Yes, Venice gets special mention for not being able to go wide and so really has no choice but to go tall. In this case the UA can also be used to get more food cargo ships early to Venice to cause extra growth.

I would agree with Aztecs above; use UB to grow a city or two in the core empire tall while using UU to attach a wide empire to it.

Ethiopia: You'd be hard pressed to out wide the AI even if you want to given their big happiness bonuses so their UA doesn't exactly guide them towards tall. Some argue that their UB is actually pushing wide.

Brazil's UA would be better described as extra tourism from having made a decision to go tall and not so much helping the player to go tall.

Korea's UA is also better described as having rewarded a decision to go tall with extra science than helping a player to go tall.

Not mentioned so far is Babylon, which is in the same category of Korea, the game rewards a decision to go tall enough to run all science slots with faster Great Scientists instead of helping a player to go tall.
 
Aztecs. Their floating garden UB is very nice if a bit situational.

The lakes are a bonus, it's the 15% extra food that's the real power of the Floating Gardens.

Brazil, you don't necessarily need to go tall, and that can be pretty hard with jungle starts anyway. But once you get Brazilwood camps you will have enough gold so that you can direct internal trade routes to what is going to be your Guilds city.

The Netherlands are also good at going tall. Grassland start bias is good for that, and of course Polders and extra happiness.
 
I have a question regarding tall empires - how far from each other cities should be placed?
Should they be like 4 tiles away from each other or more? Can I just put a city 10 tiles away from my capitol and connect it by road and don't care about the borders?
 
Not caring about the borders is an invitation to the AI to drop a city in the unclaimed space and cut off your city connections.
 
Siam. Will usually provide as much food as Inca and Netherlands over the course of the game. Doesn't have the hills bias, which is not good for growth. As a bonus, it gets culture and faith too. Greece is also good for tall.

India's bonus is not actually good for just going tall. You want to go tall-wide, which means late game conquest. Its awkward.

Doesn't matter much going tall. Just the best possible place. The distance matters more for wide empires who need cheap city connections. Obviously you don't want to go real far though since the AI will plant cities in between yours which can be annoying and problematic in some situations.

Pure Tall (4 cities) is the best 4 sites you are aware of such that you can defend them.

Long road with no cities in between: Avoid; road maintenance would eat you alive. Instead plant that city on the coast and build a Harbor. Meanwhile ensure either your capital or some other city with road connection to the capital also has a Harbor.
