Who'll publish Civilization IV?

It's supposed to be a comic about Civ 4 but the image he tried to link to didn't work because the host doesn't allow remote images, and that's what they put in their place.

Edit: I realise I could be wrong about Blizzard being a publisher, but from what I've seen with their games, there is no comment about a publisher.
