Why am I unable to build a harbor district on this tile?

Hello,

does anyone know why I can't build a harbor district on that one coast tile inside the city limits? (Picture below)

Is it because of the pearl ressource? Advice would be much appreciated.

It is because of the pearl luxury, which, unfortunately, you cannot remove.
