Why Can't A Dam Go On This Flood Plain?

I don't understand why I can't put a damn dam on ANY of the squares in the Nile floodplain region. The map is True Start Earth. I mean, the real life Egyptians did it, but I can't.

The highlighted square has a river that traverses two ends. Ah, I think I see. Traverses does not mean border. Nonetheless, I have a hard time believing that NONE of the hexes on this map are dam-worthy.
I will update as I do more experimentation. I have already verified by additional exploration (not shown) that there are no other dams up for these rivers.

The earth map is actually broken in regards to dams. I can't recall the exact terminology but basically they never changed the true start earth map generator so that the floodplains are assigned to floodable river zones.
This keeps me from playing the earth map. However, YnAMP etc should have a suite of options to fill that hole in your heart.
