Why can't i build campus?

I am trying to build a campus on the tile selected here, but I am unable, just wondering why, didn't think there were any requirements for campus.

Any ideas? is it because of my trader?

I don't think you can build campuses on floodplains.

It's impossible (except as Egypt) to build any district on floodplains. There's currently an active thread (https://forums.civfanatics.com/threads/why-cant-we-build-districts-on-flood-plains.608231/) discussing why this restriction exists and whether it makes sense.
