why can't I build spaceship ?

Hey,

I want to build the spaceship. I have build the Apollo Program and now I want to build it.

But when I want to assign a part to build, it says :"No city may build".

What does that mean ?

spaceship race victory is disabled, yes. Does that mean I can't build it ?
