Why can't I build the Forbidden Palace???? Please!!!

HERE IS THE ANSWER:

If you are having trouble accessing the choice to build the "Forbidden City" here is a possible glitch that will allow you to do it if you have the 8 city requirement....

First, choose to build something else first.
Then, access the Queu (sorry, not sure on the spelling) by holding down the "Shift" key.
Then you will see that the "Forbidden City" is a viable choice for production....Choose it as your next choice when your first choice is done being produced the Forbidden City will be started....

Wall Street: eight banks in your citys

It is actually 4 banks in 4 cities eccept 8 banks will dramatically higher your income and capitol.

According to CivEdit, it's 5 banks for Wall Street in Civ 3; 5 Stock Exchanges in PtW (for unmodded games).

World Sizes:
Tiny 6
Small 7
Standard 8
Large 12
Huge 16

are the numbers for FP to be buildable in an unmodded game. These numbers being 1/2 the OCN (Optimal City Number).

The good thing about this procedure:
If you accidently chose to build FP somewhere (or, even worse, but much more likely to happen: you had put FP in build queue, thus can't see it on F1-screen) AND your advisor forgot to tell you about the ability to build FP (or , even -dito-: you had forgotten that message),
then you'll be able to recognise that you actually can build FP.

having too many too many cities becomes tedious after a while. You almost have to go %100 auto haha.
