Why can't I declare war?

Here's my dilemma...

I was at war with the Romans, I signed a peace treaty for 10 turns with them, now their culture overtaking mine in the cities I captured from them, even sending Rome into a revolt.

It's been about 20 turns and I still cannot break the treaty and declare war on them.

Any insight?

Garrison your cities and sink money into culture. A great artist wouldn't hurt either if you can get your hand on one, or a happiness wonder.

You have to hold down the ALT key while clicking on the leaders name in the bottom right corner of the screen(where it shows all the leaders you've met).

I had this problem when I wanted to invade a country near the end of the game. They wouldn't talk to me and I couldn't figure out how to declare war. One of the in game tips says that culture provides defence so my theory is that if you have a high culture someone can't just walk into your country and declare war.
