Why can't I get my mods to work?

I am having a miserable time getting ANY of my mods to work. Let me describe what I've done:

1) I modified two xml files: Sid Meier's Civilization 4\MODS\SlowTech\XML\GameInfo\GameSpeedInfo.xml, and Sid Meier's Civilization 4\MODS\SlowTech\XML\Technologies\Civ4TechInfos.xml. I made rather small changes, and out of sheer frustration in trying to get it to work, I finally made Mysticism a 5000 point cost tech.

2) I placed these files into the SlowTech folder under the mods folder where Civ4 is installed, as well as in my documents folder in the correct folder structure there as well.

3) I cleared my cache, and changed my civ4.ini file to automatically load the mod.

What am I missing here? Mysticism still comes through as a 50 point tech. I had originally tried some python changes before all of this, and got frustrated there, too. Nothing works!

I'm obviously doing SOMETHING stupid, and can't find any posts that describe the steps in enough detail here, or on Apolyton, that tell me what I'm missing.

You are missing the assets folder. It should be:

\MODS\SlowTech\assets\XML\GameInfo\GameSpeedInfo.xml
Sid Meier's Civilization 4\MODS\SlowTech\assets\XML\Technologies\Civ4TechInfos.xml

I KNEW it was something completely inane, but I needed an outside pair of eyes on the problem. That assets folder was exactly the problem. Thanks a million!
