Why can't I raze cities?

It's late game. I'm warring with Caesar. I've taken over most of his cites, and because he spammed so many of them, I was hoping to "thin the herd" a bit as I took them over. However, I never seem to get the option to RAZE when I conquer them.

These are original Roman cities, not city-states and definitely not his capital. The option never appears when I conquer, nor if I convert the puppet city into an occupied city, etc.

I've looked around on this topic, but can't find any information on why it might be happening. Assistance appreciated!

There's an advanced option that doesn't allow razing.

But unless that is on you should be able to raze any non capital city. I've already razed two of Catherine's cities during the current war.
