Why can't I start a Research Collaboration?

I am super friendly with the neighboring civ, I have plenty of Influence, but Reseach Collaboration is greyed out. We don't already have one. What am I missing here?

You can only have one period, not one per civ (well two if you are Franklin). Do you have one going on with another civ?

Also, is your leader Scientific? The endeavors available to you are limited to the leader’s attributes mentioned during their selection. If your leader is not Scientific, then you cannot initiate this endeavor - only receive it from a Scientific AI leader.
