Why don't I have two niter?

I have two mines over niter, but for some reason only 1 niter. Do they only count halfsies or something?

most likely traded away. The AI likes to ask for your strategic resources (even more so in the recent patch), and will ask for everything up until your last one.

Yes. After that (or when you declare war) it'll go back to before.

Also, if you click on the "Reports" button in the top of the screen, then go to the second tab, you get an overview of all resources, including which cities grant them and where you lose them (if any).
