Why haven't I won yet?

Playing against 5 opponents: Darius has Carthage's capital, and I have all the other capitals including Darius's. Isn't that enough for domination victory? What am I missing?

At this point it's been two turns since I captured Babylon's capital. I do have domination victory enabled.

Yes, that used to be correct. However, with BNW, you now need to control all the capitals. As if Domination didn't already get harder in BNW, this change makes it even tougher.

If the tooltip says you just need to be the last one in possession of your original capital, then it's wrong and just hasn't been updated.

Interesting. I hadn't gone for domination victory in BNW yet, so this is a surprise. The in-game help for "Domination Victory" still has the exact same quote as above, so looks like it hasn't been updated.
