Why not a state of transition?.. like the special peace (?) for 10 turns or so?.. I mean it's kind of unrealistic to presume 2 civs to be instantly at long time peace on initial contact..

You're missing the signifigance of the statement "There will be peace in our time." It's the same thing that Prime Minister Chamberlain said after his meeting with Hitler, just before Hitler rolled into Poland and started WW2. So the implication there is we will soon be at each other's throats, just not right now.
