Why only 2 workers per square?

Hello All,
This is my first time posting on the board :goodjob:
I was wondering if anybody knew why when you automate workers, and there's work to be done, it only puts two workers per square.
Does anybody know if there's anything I can do to change this?

I'm tired of my culture expanding, which opens up say two more squares that are mountains, and the AI only sends two workers to build railroads (which takes like 4 turns with only two) when I have 40 of them sleeping in my cities.

Does anybody else find this annoying?

Like anything worth doing, you should do all your worker tasks yourself, by hand. The only exception would be that silly make-work that Firaxis runs you through with pollution. For that situation, just hit Shift-P and you can have pollution worked automagically. Not only does the AI go about worker automation inefficiently, their automation routine is just to alternate mines and grasslands on every flatland square, regardless of whether it's the right improvement to place on a tile. You'll also never realize the incredible advantage that Industrious civs have if you let the computer manage all your workers, and that's a shame.

And by the same token, fire the city governors if you use them and do the tile management by hand. Even if you tell them to "maximize" food or production or trade, they'll not work the squares that actually would give you that maximum value you're looking for.
 
keep your workers under manual control until the modern era. Then you should have loads of them that you can automate with shift+a - they`ll build Rail quickly. Now deautomate them again except for 10 or so. Those 10 will pair up to clean pollution. press z to zoom out, and then use the goto command and shift+c to add more workers so the pollution is cleaned up right away. Don`t forget: leave governours off, and make sure that after pollution the town uses the square again!

I think this is supposed to be fixed in 1.17. Though I wouldn't advise you to install this patch just yet : have a look at the few threads on the potential pifalls of this patch. I still use 1.16 myself.

It is fixed in 1.17. When I use shift-A, pollution gets cleaned up every turn. (piles on workers until it's gone).

I do have 1.17f installed. I've been using it since the first day it was out.
The only way it puts more than two workers on a square is when there is pollution during automation. I was talking about more than two during regular working.

From the sounds of it I'll just have to go thru the painful process of manually "slave driving" my workers. Kind of unfortunate because I'm a huge slave owner (meaning I build workers a lot, more than most, it's how I deal with population control).
