why the *** cant I export map in C3MT-SaveGame Modifier?

when i click in "EXPORT AS BIC" it says "not a civ3 save file" ... why??!!

Is that utility program v1.21f compatable? Many of the older utility programs do not read the new saves, because with the new patch, the saves are compressed and those programs can't read compressed files.
