Win7 keeps replacing CivilizationIV.ini file

I did some changes to my CivilizationIV.ini file and Windows 7 keeps replacing it, why does it keep doing this? It makes a copy of the file adding .bak to it and putting the default file in it's place. How do I get it to stop doing that?

I have Windows 7 64-bit. I have Civ IV BtS and War patch 3.19.
 
Weird, I just noticed this happening recently as well. My game started playing videos on opening and isn't autloading BUFFY anymore. I'm actually looking for the notes on how to put it back in since it's been a long time.
 
Well I made a back up of the .Ini file in the state that I want it. But it's annoying to have to fix it every few times I start up the game. I don't know if it's because of Admin/User control issues with Win 7 or what. All I know is this didn't happen with XP.
 
When does the replacement happen? When you edit the file in notepad?
 
Every time I start the game, I see it make a copy of the CivilizationIV.ini file, about after the first few times opening it it reverts back to the default file settings.
