All my other games allow me to change it and it stays, however civ 4 sets to below normal and I will change it, but it will set back as soon as I bring up the game. This happens in windows mode as well.

fyi: Windows priority is set when you press ctrl+alt+delete, go to processes, and right click a process. You have set it there..

Any clue as to why? or how to alleviate this? The game is running too slow to play.

Civ4 changes the priority depending on whether the game has focus or not. While it has focus, it runs on normal; when it doesn't have the focus, it runs on below normal.

Of course, as soon as you bring up Task Manager it'll drop it's priority. Try using a second monitor or window mode in conjunction with process explorer (with the column "base priority" enabled) which will show you the process's priority without having to switch away from the game.
