Ship units withraw to ocean tiles even if that´s not possible.

I´ve played some and tne outriggers that the AI civ have witdraw to ocean tiles with outriggers.
After witch my ships, Galley or War galley, can´t follow. Also their outriggers seems to be able to manuaver on the ocean as far as i can tell.

I have only watched this when the ocean is inside their cultural borders and then this is expected behaviour. Are you sure you have seen this on neutral territory?
