Really, a 10 food bonus in one city? It doesn't suit my play style. Also, the AI usually beats me to it, and I wouldn't waste a Great Engineer on it.

Here to beat the drum again for Statue of Liberty. Yeah, it comes later but it gives you +5-12 base :c5production: in all of your core cities. If they called it that in the description instead of +1 :c5production: per specialist, everyone would obsess over it. It is like an Ironworks in all your cities!

Hanging Gardens is kinda situational, really only necessary in cities with weak food sources (lots of hills, plains, desert, tundra). Plus, it contributes solidly to :c5unhappy:, making it one of the few wonders with a notable downside.

Porcelain Tower is excellent when you want to abuse the weak diplomacy in the game (which I do). If you don't, then of course it's meh for you.

I find the Sydney Opera House less than optimal, and want to kill it dead.

By the time you produce Eiffel Tower, you're always going to have at least 10 policies selections made at that point in the game. This means at an absolute minimum, it's as good as Notre Dame and better than Forbidden Palace. For a culture victory game, one can easily get 15 happiness out of this wonder when it rolls out. This wonder has saved by bacon during more than one conquering spree when I couldn't raze captured cities fast enough to stay happy without completely stalling my advance.

Notre Dame gets dinged for not being Eiffel Tower, and for being boring. Forbidden Palace works well with wide, well-fed empires; ET is good in general but better in small culture-focused empires. Notre Dame is okay for both, but I can't see a situation where it would beat out both of the other happiness wonders in effectiveness.

GL is the ur wonder that allows you to prosper from the start and get all the rest so to my mind it's #1.

Sistine Chapel might be the single best Culture victory wonder in the game. Macchu's gold is ok, but I could theoretically make more gold using the hammer cost on markets.

The mountain requirement for Picchu is the nail in the coffin of a wonder that doesn't really effect my small empire's economy in a meaningful way. Porcelain tower gives you a free tech and makes RAs much better.

(+) Hanging Gardens : 5 Maritime City State food bonuses in the capital for life.

(-) Porcelain Tower : A good wonder, but the others on the list are more worthy. Great Scientist points are the easiest to generate as the 2 slot building is very inexpensive compared to any other specialist building. I don't abuse RA's on Emporer level and have no problems staying even or ahead.

(+) Hanging Gardens : With tradition social policy it is a great wonder. 11.5 food lets you work 5.75 hills that will allow you to win many other wonder races, or build a military quicker, or out tech your neighbor. The flexibility of 10+ food puts your civ on the road to dominance in most any VC you choose.

(-) Porcelain Tower : 25% more of a tech on RA's is hardly worth it when this wonder competes with greats like HS and ND. Only in the long run can it catch up to the power of those two wonders, and typically the game has been decided by the time it starts to pay off.
