I'm getting tired of the rug being pulled from under me in wonders so I have a spy in the Incan capitol. I have 8 turns at 141/750 at 76.5 hpt and they 8 turns at 0/750 at 99 hpt. Who's going to finish first? Is the AI known to pull a fast rush at the last minute?

The AI is one turn ahead of you. Pachacuti just hasn't played his turn yet.

And yes, you often see the AI using GEs to rush wonders.

In addition its possible to get beat even if you rush with a GE yourself.
(AI has one turn away from completing it when you rushed)

(When that happens to me it has me rushing to reload the previous save and choosing some other wonder to rush)
