Work boats?

Lets say I have 10 coastal cities but I only make 1 Work Boat. Will the one boat (eventually) work the entire coast by itself?

Work boats are only good for one single thing: making fishing nets (or similar name) on the 4 different types of resource that are available in water tiles (fish, clam, crab, whale). Move the boat over the resource tile, and press the "fishing ships" icon, which consumes the working boat. So for each of these that you want to put a net on you need to make one work boat.

Also work boats make oil platforms later when found (and plastics I think)...

And they can give you whaling boats.

A work boat is not a worker. When it creates an improvement, it is destroyed.
