[BNW] Worker became a boat

This happened in a multiplayer game (LAN). My friend has the save file. The worker was fine, then when we stopped playing and later loaded the game again, the worker was always in the embarked graphics. I don't think he was in the embarked gameplay state because I could use him to work as normal.
