worker strategy?

I have not seen a documented worker strategy. I guess some facts are to irrigate floodplains and mine hills/mountains but in what order and what is a good ratio or workers to cities. This would be for industrious and nonindustrious civs.

The reason why I ask is when your in despostism, you need to irrigate cattle.... irrigation gives +1 food? What other rules of thumb people have?
 
Stage 1: Regardless of the government, I usually irrigate all floodplain and plain, mine all grassland and hill (core cities only). I don't touch the mountian until I run out of thing to do.

Stage 2: After I can build the Hosiptal, I will now irrigate everything irrigatable.
 
Depends,
Most of the times it depends on the situation, thew city and the government.

But my Strategy resembles mostly Moonsingers.

Irrigation of Plains and Floodplains (but Floodplains only later in the Game, when my Government is a Republic)
Mines on Hills
Mines most of the times on Grassland without Production Bonus

Grassland with Production Bonus is sometimes mined, sometimes irrigated.
